It's more getting Diego to marry Angela rather than the other way around. In the course of your conversations with Angela you should get mention of her request for some Ant Pheremones which are needed to coerce Diego into marriage. You can find Ant Pheremones in two places that I know of: the first is the Ant Queen in the "Those" quest under the town of Girdershade, the second is an Ant Queen in the Corvega Building (I believe).
